In preparation for the new year, taxing authorities in 22 states made 589 changes to their sales tax rates and rules; with Georgia alone accounting for 76% of all changes. Georgia led the list for changes in December as well in preparation of becoming an associate member state of the Streamlined Sales Tax (SST) initiative, which currently has 21 full member states and four associate states. Last year, Departments of Revenue implemented over 5,500 sales tax rate and rule changes across the U.S. and 2011 promises continuing activity as states struggle to raise more funds.
