New York 2013 Executive Budget: Sales Tax Vendors

According to Tax Analysts, New York Governor Andrew Cuomo's (D) fiscal 2013 executive budget includes a proposal to refuse "to register potential sales tax vendors until prior tax liability is paid." 

Should this proposal pass, potential sales tax vendors would not be allowed to register until "all prior state tax liability due from the vendor or anyone working on the vendor's behalf has been paid in full."
