The Streamlined Sales Tax Taxability Matrix for Georgia has been updated to clarify how sales tax applies to direct mail postage.

As explained in a comment on the updated matrix, direct mail postage “is exempt if it is separately stated and passed on dollar-for-dollar with no mark up to the purchaser of the direct mail.”
